Orivesi opens talks to transfer finance staff to Pirkkala

Orivesi has opened cooperation negotiations over its finance services to consider transferring some finance staff to neighbouring Pirkkala or outsourcing services from early 2028.

Orivesi opened cooperation negotiations over its finance services on 12 October, according to YLE. The talks will examine whether the city's finance staff would transfer to Pirkkala under transfer-of-undertaking rules or whether services would be outsourced from early 2028.

Marjatta Lilja, the city's director of finance and administration, said staffing shortages and two failed recruitment attempts for the accounting manager role in the past year prompted the review. Recruitment has been difficult.

The city is weighing two main options. One would create a joint arrangement with Pirkkala that transfers five affected finance employees as existing staff. The other would be a regional procurement in which an external provider takes over from 2028; preliminary estimates suggest up to four staff might transfer.

Lilja said both municipalities use the same finance IT systems, and she has set a November deadline to ensure the finance function runs smoothly at the start of next year. The move follows similar cooperation negotiations elsewhere in the region, including Tampere's cooperation talks and the Pirkanmaa welfare area's negotiations.
