Tampere's city board approved the 2027 budget and a 2027–2030 financial plan, leaving a projected €43.9 million deficit and plans for continued borrowing.
Tampere's city board has approved the 2027 budget and a 2027–2030 financial plan, leaving a projected €43.9 million deficit and plans for continued borrowing. The decision follows the city's budget proposal last month, which kept the municipal tax rate at 7.60% while forecasting the shortfall. Summer reviews had briefly projected a larger gap of €46.5 million earlier estimates, Tamperelainen reports.
The budget includes heavy investment plans totalling €227.8 million. Building projects account for €114.4 million. Of that, €77.7 million is earmarked for early childhood, pre-primary and basic education facilities, and €19.7 million for culture and leisure buildings. The city's community committee will direct much of its spending into infrastructure for new residential and business areas, major transport schemes, and repairs to streets, green spaces and bridges.
Planned spending includes €4.1 million for tram-related projects and a €24.2 million development programme budget. Viiden tähden keskusta receives €20.8 million and Hiedanranta €3.4 million.
To narrow the gap, the city will implement €10.2 million in adjustment measures. It also faces risks, including a possible €4 million reduction in state education and culture subsidies. Municipal debt is set to rise, with per-resident borrowing estimated at €4,801 by the end of 2027. Final budget targets will be confirmed by the city council on 16 November.
