Tampere has drawn up its first citywide mobility programme to boost everyday activity by expanding exercise opportunities in schools, workplaces and neighbourhoods and improving walking, cycling and outdoor routes.

Tampere has drawn up its first citywide mobility programme to increase everyday, utility and health-related movement across the city. Work began in spring 2025, and a resident survey of 651 people in autumn 2025 helped shape the plan. It builds on the city's June decision to mandate daily movement in schools and the Active Travel Week campaign. The programme sets out measures across daycare centres, schools and services for adults.

Measures encourage more movement in daycare centres, schools and other educational institutions, while offering guided sessions and counselling for working-age residents and older people. Support for self-directed activity includes expanded lending of exercise equipment, with special attention to residents who move little and to service equality and accessibility. "Our goal is to increase the joy of moving for Tampere residents and remove barriers to movement," said Deputy Mayor for Education Services Anne-Mari Jussila, adding the plan depends on cooperation with associations, sports clubs, businesses and the Pirkanmaa welfare region.

Infrastructure actions include new local exercise sites, improved nature and outdoor routes, better walking and cycling conditions, and winter upkeep to enable year-round mobility. The city will monitor progress annually and launch a digital mobility monitor for residents in 2027.
