Tampere unveils draft masterplan for Hiedanranta centre

Tampere has published the revised draft local detailed plan for Hiedanranta centre I, covering a 14.6-hectare site south of the former Hiedanrannan Tehdas on Lake Näsijärvi. The planning documents are on public display from 30 April to 28 May 2026.

The draft replaces the 2020 layout of 13 smaller blocks with seven larger blocks arranged around green courtyards and allocates about 162,000 square metres of building rights. Roughly 155,000 square metres are earmarked for housing — theoretically room for more than 3,000 residents — with around 2,500 square metres set aside for commercial services.

Two centralised parking facilities with about 600 spaces are planned on Patruunankatu. A pedestrianised street, Urbanuksenkatu, will connect the proposed tram stop to Hiedanaukio.

Historic industrial elements such as the locomotive shed Ronttila, the Gatekeeper’s house and the Pumppaamo façades are to be preserved. Lakeside green space will be protected and expanded, forming part of a wider network of parks including the Hiedanranta shore park and the harbour.

City officials and its development company Hiedanrannan Kehitys Oy emphasise sustainable design, the use of local materials such as brick and wood, and an earthy red-and-brown palette that reflects the area’s factory heritage. The plan will also be presented to the public at Hiedanranta’s summer opening event on 23 May 2026.
