Hiedanranta Tehdas to Become Major Cultural Hub, First Phase Due in 2030

The City of Tampere says the city board has approved a needs assessment to establish a major cultural complex at Tehdas in Hiedanranta. The plan would occupy more than half of the former factory’s 20,244 gross square metres and guide phased renovations between 2028 and 2036.

The proposal envisions a broad, multi-user facility with rented spaces for municipal services, basic art education institutions, performing arts professionals and literary organisations. Nearly 60% of the floor area is designed for shared use. Project manager Anna Vesén said the city held close dialogue with Tampere’s cultural actors during the concept and design phases; they were enthusiastic and saw the complex as a way to strengthen synergies and create new opportunities. Mayor Ilmari Nurminen cautioned that planning must ensure rental levels remain sustainable for both cultural operators and the city as plans are finalised.

The facilities will be delivered as a rental project in cooperation with Hiedanrannan Kehitys Oy, with the city taking rental responsibility and allocating spaces to communities through subsidies or subletting. The first phase—about 10,000 square metres aimed at music schools and spaces for dance, theatre and circus—is targeted to open at the end of 2030. Over several years the wider Tehdas area will grow to roughly 31,000 square metres of premises. Sited along the light-rail line, the project aims to improve accessibility, preserve industrial heritage and bolster Tampere’s cultural network, vitality and tourism appeal, aligning with the mayoral programme, city strategy and the Pirkanmaa regional programme.
