According to the City of Tampere, Mayor Ilmari Nurminen presented the 2027 budget proposal on 19 October 2026 to protect services while closing a projected €43.9 million deficit.

According to the City of Tampere, on Monday, 19 October 2026, Mayor Ilmari Nurminen unveiled the 2027 budget proposal, which aims to protect core services while addressing a projected €43.9 million deficit.

The plan builds on the 2025 balance programme of 112 measures and adds 92 new savings steps. Net investments total €227.5 million, concentrated on schools and daycares.

A new Tampere Future Fund would invest freed-up capital professionally to generate an annual revenue stream. The proposal preserves basic education class sizes, keeps free swim slots for older residents and expands Active Pass access. No cuts will be made to organisation grants, and support for food aid will be increased.

Major projects remain on schedule, including the Tampere Art Museum expansion, Hiedanranta and Asemakeskus developments, and preparations for the Pirkkala–Linnainmaa tram and the Plusbussi service in 2028.

Nurminen said the city has made difficult choices but must renew services and use technology for Tampere to grow. The proposal now moves to the city board and will go before the city council in November.
