According to Tamperelainen, Tampere's population dipped slightly in the first half of 2024 before rebounding in July, and annual growth slowed from about 6,000 to roughly 3,100.

According to Tamperelainen, Tampere's population fell slightly in the first half of 2024, the first decline in 18 years, before rebounding in July as incoming students arrived. The midyear dip was about 200 people, while the July rebound added roughly 500.

The city still grew overall last year, but at a much slower pace than in 2023: the annual increase fell from around 6,000 to roughly 3,100. Rasmus Aro, a population data specialist at regional development consultancy MDI, said the slowdown is linked to smaller inflows from abroad, notably fewer Ukrainian refugees and a drop in work-related migration tied to weaker local employment. Internal migration to Tampere has remained steady, yet out-migration to surrounding municipalities has risen.

Aro warned that very rapid long-term growth puts pressure on municipal finances and housing production. It remains unclear whether Tampere will return to its recent boom or settle at levels more typical of the 2010s.
